On the ground
Karibaribi’s complaint is not really about any single service. It is about access. An estate with no reliable way to reach its representative cannot escalate anything, so small problems stay small problems until they are large ones.
This is the failure that produces all the others. A blocked drain reported to nobody is a blocked drain forever. A dead streetlight nobody logged does not exist in any budget. Absence is not a style of leadership, it is a service outage.
It is also the most fixable thing on this list. It requires a calendar, a printed date, and the discipline to turn up on a Tuesday when nothing is being launched and no camera is present.
Every other pledge here takes a budget cycle to test. This one takes a calendar and a Tuesday, which is precisely why it is the honest place to start.
Commitments

Every scheduled session, held or missed, on the record. Attendance at the Assembly too. Judge the representation by the register, not the rally.
